International Worker (IW)

An EPFO classification for foreign nationals in India (and some Indians on a foreign SSA posting), facing PF on full, uncapped wages unless a Certificate of Coverage applies.

The EPFO defines International Workers broadly enough to capture most inbound assignees and some outbound Indian nationals. Unlike domestic employees, IW contributions are not capped at the ₹15,000/month PF wage ceiling — the full salary is contribution base.

A Certificate of Coverage under a Social Security Agreement is the main route out of this liability. Without one, employers face 24% of full wages (12% employer + 12% employee, “Para 83”) going to Indian PF.

Why it matters now: this is the single largest hidden cost line on an inbound assignment budget. The litigation over Para 83 (Stone Hill, SpiceJet/LG) is still unsettled at the Supreme Court.
